EU officials: No basis for further UK Brexit talks

The EU has said there is no basis for any further Brexit talks while the UK continues to insist on making changes to Theresa May's withdrawal agreement.

EU negotiators told European diplomats changes suggested by the new UK government, such as scrapping the Irish border backstop, were unacceptable.
But Downing Street is rejecting claims it wanted talks to fail to allow a no-deal Brexit to be pushed through.
A spokesperson said they hoped the EU would rethink its refusal of changes.
They said the EU "needed to change its stance", as Mrs May's deal will not pass through Parliament in its current form.
They added: "We will throw ourselves into the negotiations with the greatest energy and the spirit of friendship and we hope the EU will rethink its current refusal to make any changes to the withdrawal agreement."
The plan negotiated between the EU and former Prime Minister Mrs May was voted down by MPs three times.
An EU negotiator told the meeting on Sunday: ""With only a few weeks to go we are back where we were three years ago."

New Prime Minister Boris Johnson has pledged to "do or die", and leave the EU by the deadline of 31 October, with or without a deal.
A senior EU diplomat said in the meeting that a no-deal Brexit appears to be the UK government's "central scenario", according to the Daily Telegraph and the Guardian.
"It was clear UK does not have another plan. No intention to negotiate, which would require a plan," the diplomat is reported to have said.
BBC Brussels reporter Adam Fleming said the meeting between the officials and diplomats was a debrief from discussions last week between the EU, UK Brexit Secretary Steve Barclay and Mr Johnson's European envoy, David Frost.
Mr Frost reiterated the prime minister's stance that the backstop element of Mrs May's plan - which aims to prevent a hard border returning between Ireland and Northern Ireland - had to be abolished.
The backstop - agreed by Mrs May in November 2018 - would see Northern Ireland staying aligned to some rules of the EU single market.
Mr Frost said Mr Johnson's new ministers were not bound by commitments made by the previous government.
One of the EU's Brexit negotiators told the meeting that the G7 summit in France at the end of August could mark the point where a no-deal Brexit becomes inevitable.
A diplomat at the meeting told Adam Fleming the negotiator's comments simply reflected the speech Mr Johnson gave in the Commons the day after he became prime minister.

 Of particular note is the number of people who reach 100 years of life. For every 100,000 inhabitants, Okinawa has 68 centenarians – more than three times the numbers found in US populations of the same size. Even by the standards of Japan, Okinawans are remarkable, with a 40% greater chance of living to 100 than other Japanese people.

Little wonder scientists have spent decades trying to uncover the secrets of the Okinawans’ longevity – in both their genes and their lifestyle. And one of the most exciting factors to have recently caught the scientists’ attention is the peculiarly high ratio of carbohydrates to protein in the Okinawan diet – with a particular abundance of sweet potato as the source of most of their calories.

“It is quite the opposite of current popular diets that advocate a high protein, low carb diet,” says Samantha Solon-Biet, who researches nutrition and ageing at the University of Sydney. Despite the popularity of the Atkins and Paleo diets, however, there is minimal evidence that high-protein diets really do bring about long-term benefits.

So could the “Okinawan Ratio” – 10:1 carbohydrate to protein – instead be the secret to a long and healthy life? Although it would still be far too early to suggest any lifestyle changes based on these observations, the very latest evidence – from human longitudinal studies and animal trials – suggest the hypothesis is worth serious attention. According to these findings, a low protein, high carbohydrate diet sets off various physiological responses that protect us from various age-related illnesses – including cancer, cardiovascular disease and Alzheimer’s disease. China's economy grows at slowest pace since 1990s

China's economy grew at its slowest pace since the early 1990s in the second quarter, official figures showed.

In the three months to June, the economy grew 6.2% from a year earlier. The result was in line with forecasts.
China has moved to stimulate its economy this year by boosting spending and delivering tax cuts.
The country is also fighting a trade war with the US which has hurt businesses and weighed on growth.
The data released on Monday showed China's economic growth rate slowed from 6.4% in the first three months of the year.
China's national statistics bureau said the figures pointed to a "complex environment" both at home and abroad.
It said the economy had "performed within the reasonable range" in the first half of 2019 but that it faced "new downward pressure".
While China watchers advise caution with Beijing's official gross domestic product numbers, the data is seen as a useful indicator of the country's growth trajectory.
Other data showed some signs of improvement in the world's second largest economy.
Industrial production rose 6.3% in June from a year earlier, while retail sales rose 9.8% year-on-year - both above forecasts in Reuters polls.

Global impact

Slowing growth in China has raised concerns about the potential knock-on effect on the global economy.
Earlier this year Beijing announced plans to boost spending and cut billions of dollars in taxes in an effort to support the economy.
It has also moved to provide a liquidity boost by reducing the amount of cash banks must hold in reserve.
Edward Moya, senior market analyst at Oanda, said the latest economic data "shows the slowdown remains intact and markets should expect further stimulus" from China's central bank later this year.
The US-led trade war is another factor weighing on growth.
"The trade war is having a huge impact on the Chinese economy, and with no end sight as trade negotiations struggle for meaningful progress, we are probably not near the bottom for China's economy," he said.

Chandrayaan-2: India space launch delayed by technical problem

The launch of India's second lunar mission has been halted less than an hour before the scheduled blast-off, due to a technical problem.

The countdown stopped 56 minutes before the launch after a "technical snag was observed in launch vehicle system," India's space agency said.
The satellite had been scheduled for launch at 02:51 local time on Monday (21:21 GMT Sunday) from Sriharikota space station on India's eastern coast.
A new launch date will follow soon.

What is this mission all about?

India hopes the $150m mission, Chandrayaan-2, will be the first to land on the Moon's south pole.
It will focus on the lunar surface, searching for water and minerals and measuring moonquakes, among other things.
If successful, India will become the fourth country to make a soft landing on the Moon's surface.
Only the US, China and the former Soviet Union have been able to do so.
India's Prime Minister, Narendra Modi has championed the country's space programmes, but critics would like to see poverty at home tackled first.

The chief of the Indian Space Research Organisation (Isro), K Sivan, said this was "the most complex space mission ever to be undertaken by the agency".
If the launch had gone to plan, the lander and rover would have been expected to touch down in early September.

India's space agency is yet to give more details on why the launch was delayed and how it will affect the timeline.
The country's first lunar mission in 2008 - Chandrayaan-1 - did not land on the lunar surface, but it carried out the first and most detailed search for water on the Moon using radars.

Chandrayaan-2 (Moon vehicle 2) will attempt a soft landing near the little-explored south pole of the Moon.
India is using its most powerful rocket, the Geosynchronous Satellite Launch Vehicle Mark III (GSLV Mk-III), in this mission. It weighs 640 tonnes (almost 1.5 times the weight of a fully-loaded 747 jumbo jet) and at 44 metres (144ft) is as high as a 14-storey building.

US mayors resolve not to pay hackers over ransomware attacks

This year, 22 cyberattacks have shut down city, county and state government computer systems.

More than 225 US mayors have signed on to a resolution not to pay ransoms to hackers. It's a collective stand against the ransomware attacks that have crippled city government computer systems in recent years. 

The resolution was adopted at the US Conference of Mayors annual meeting, which took place late June and early July in Honolulu. "The United States Conference of Mayors stands united against paying ransoms in the event of an IT security breach," the resolution reads.

This could give city leaders across the US some leverage against hackers. The 227 mayors who attended the meeting agreed to adopt the resolution, but the US Conference of Mayors represents more than 1,400 cities with populations over 30,000.
Ransomware attacks use malware to lock out users unless the hackers get paid, usually with bitcoin. Cities have been picked off one by one, with seemingly little recourse. They've been prime targets for ransomware attacks because cities can't afford to let certain services remain frozen.
According to the resolution, there have been 22 ransomware attacks on city, county and state governments so far this year. Hackers paralyzed government computers in Albany, New York, in April. Then in June, hackers targeted two Florida cities: Lake City and Rivera Beach. The city councils in both Florida cities agreed to pay ransoms that added up to more than $1 million.

Trump to congresswomen of colour: Leave the US

US President Donald Trump has been accused of racism after posting tweets attacking Democratic congresswomen.

He claimed the women "originally came from countries whose governments are a complete and total catastrophe", before suggesting they "go back".
The tweet is directed towards a group of four congresswomen of colour; three were born and raised in the US, while the fourth moved to the US as a child.
Representatives of the Republican Party have kept quiet amid the backlash.
The women - Alexandria Ocasio-Cortez, Rashida Tlaib and Ayanna Pressley, and Ilhan Omar, who came to the US as a refugee aged 12 - have all called the president racist, and have been backed by members of the Democratic Party.
Ms Ocasio-Cortez was born in the Bronx in New York, approximately 12 miles away from the Queens hospital where Mr Trump himself was born.

In a three-tweet thread, Mr Trump accused the congresswomen of "viciously" criticising him and the US.
The president did not explicitly name the women he was talking about, but the context - and references to House Speaker Nancy Pelosi - made a clear link.
He said Ms Pelosi would happily organise for them to leave the country.
A week ago, Ms Pelosi clashed with the four women, who are nicknamed "the squad", but she has since come to their defence following his tweets.

Facebook 'to be fined $5bn over Cambridge Analytica scandal'

US regulators have approved a record $5bn (£4bn) fine on Facebook to settle an investigation into data privacy violations, reports in US media say.

The Federal Trade Commission (FTC) has been investigating allegations that political consultancy Cambridge Analytica improperly obtained the data of up to 87 million Facebook users.

The settlement was approved by the FTC in a 3-2 vote, sources told US media.

Facebook and the FTC told the BBC they had no comment on the reports.
How was the settlement reached?

The consumer protection agency the FTC began investigating Facebook in March 2018 following reports that Cambridge Analytica had accessed the data of tens of millions of its users.

The investigation focused on whether Facebook had violated a 2011 agreement under which it was required to clearly notify users and gain "express consent" to share their data.

The $5bn fine was approved by the FTC in a 3-2 vote which broke along party lines, with Republican commissioners in favour and Democrats opposed.

The New York Times reported that the Democrats wanted stricter limits on the firm, while other Democrats have criticised the fine as inadequate.

"With the FTC either unable or unwilling to put in place reasonable guardrails to ensure that user privacy and data are protected, it's time for Congress to act," US Senator Mark Warner said.

The fine still needs to be finalised by the Justice Department's civil division, and it is unclear how long this may take, the sources said.

If confirmed, it would be the largest fine ever levied by the FTC on a tech company.

However, the amount falls in line with estimates by Facebook, which earlier this year said it was expecting a fine of up to $5bn.

Investors responded positively to the news, pushing Facebook shares up 1.8%.
